CET adopted its 2040 Transit Master Plan in September of 2020. The plan identifies conceptual transit service throughout Central Oregon over the next 20 years. The 2040 CET Transit Development Plan identifies near-, mid-, and long-term transit service needs for the existing service areas and areas into which CET may extend. Since its adoption, the 2040 Transit Master Plan provides Central Oregon Intergovernmental Council (COIC) Board of Directors, managers, and staff a framework for providing transit and transit-related services to Central Oregon and beyond. It is the only plan in Central Oregon dedicated to transit and is intended to be used by CET to identify new services, further policy discussions, and achieve significant progress in CET departments. 

The CET Development Plan synthesized and updated the existing Central Oregon Regional Transit Master Plan (2013) and the Bend Metropolitan Planning Organization’s (MPO) Public Transit Plan and Transit Corridor Land Use Assessment (2013). CET is operated by COIC and provides public transit service to Bend and the region.
