About
The Central Oregon Community Movement Fund’s purpose to improve Central Oregon residents’ access to reliable public transit. Through contributions from community members and sponsorship partners, the Fund can provide fully subsidized transit tickets to individuals who rely on public transit to reach work, school, medical appointments, groceries, and essential services.

By supporting our most vulnerable riders, the Fund strengthens mobility, expands opportunity, and fosters stronger community connections across the region – ensuring everyone has the transportation they need to stay connected and thrive.

Background
Since 2020, CET eliminated fares on all non-recreational routes and special programs in response to the pandemic, ensuring essential travel remained accessible during a time of unprecedented need. Beginning February 2026, all services will resume a low fare, with certain riders qualifying for reduced rates. This reintroduction of fares supports public transit growth and expansion, funding new routes, extended service hours, and improved accessibility to reach more areas across Central Oregon.

How Funds Are Used
100% of sponsorship contributions go directly toward fare support for qualifying riders. CET maximizes community benefit by providing bundled passes to supporting organizations, allowing residents who cannot afford transit to ride the bus. Nonprofits and social service providers can request pass bundles instead of applying for grants. CET distributes sponsorship-funded passes based on need and availability.

Sponsorship Policy

  1. The sponsorship program subsidizes transit tickets and passes for CET Riders.
  2. The Transit Director will have sole discretion on applying these funds. Below are examples of how these funds may be used:
    1. Applied towards a community group or non-profit group who has a previous reduced fare program agreement with CET to further reduce the financial burden on that entity.
    2. Applied towards marketing or promotional events the sponsor is interested in promoting, i.e. free dial a ride for a day, free fixed routes for all on specific dates, etc.
    3. Applied towards free passes for individuals as a promotion by the sponsor.
  3. Sponsors and Sponsorships must meet all of the requirements detailed in the advertising policy section of this document.
  4. If a Sponsor or Sponsorship program is disqualified by the Transit Director based on criteria in this policy, the final decision will automatically be forwarded on and determined by the COIC Board. CET/COIC reserves the right to approval all sponsors and sponsorships at its discretion.
  5. All sponsorship agreements shall include a provision allowing CET/COIC to terminate the contract if it is determined by CET/COIC that the sponsorship has an adverse impact on CET’s services or reputation.

Advertising Policy

  1. Advertising which is consistent with community standards, and that does not impact CET’s Mission and Values may be acceptable for placement on CET/COIC Property provided it does not meet any of the following conditions.
    1. Are associated with any company or individual whose actions are inconsistent with CET’s Mission and Values
    2. Promotes hostility, disorder, or unethical practices
    3. Promotes the use of alcohol, tobacco, drugs, gambling, or fire-arms.
    4. Attack or promote, ethnic, racial, or religious messaging.
    5. Contain political messaging, candidacy promotion, ballot measures, etc.
    6. Contain vulgar or potentially offensive language or messaging.
  2. The placement of advertisements on CET/COIC property does not constitute endorsement of any product, service, organization, or activity.
  3. All advertising must be of professional quality and may not interfere with traffic or conflict with traffic control devices.
  4. All advertising shall clearly identify the person or entity that has sponsored or paid for the advertisement. CET may require a statement “Paid for by _____” if the advertisement is ambiguous.
  5. Advertising rates shall be established annually by the Transportation Director.
  6. Revenue from advertisements shall be used to offset the cost of operations and other CET expenses.
  7. The Transportation Director shall have the ability to approve all advertisements on a case-by-case basis. Should an advertisement or advertiser be disqualified based on the criteria above, the final decision will automatically be forwarded on and determined by the COIC Board. CET/COIC reserves the right to approve all advertising at its discretion.
